2.避碰規則
第三條第一項第四款:係指以網、繩、拖網或其他漁具捕魚而現至其運轉能力之任何船舶，但使用曳繩或其他漁具捕魚而不致限制其運轉能力之船舶除外。
R3(d). The term “vessel engaged in fishing” means any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict manoeuvrability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict manoeuvrability.




3.Drifting字面為漂流，以解答類似第三條第一項第九款:航行中，以SMCP定義Floating, not controlled, without a clearly determinable direction，因為失去動力而漂流，題目出得不是很嚴謹。

4.第6條安全速度
各船應經常以安全速度航行，俾能採取適當而有效之措施，以避免碰撞，並在適合當前環境與情況之距離內，能使船舶停止前進。在決定安全速度時，應考慮下列各項：
一、所有船舶：
(1)能見度之情況。
(2)交通密度，包括漁船或其他船舶之聚集度。
(3)船舶之運轉能力，尤應注意當前情況下之衡止距及迴轉能力。
(4)夜間現出之背景亮光，諸如來自岸上之燈光或本船燈光反射之散光。
(5)風、浪及水流之狀況，以及航行險阻之臨近程度。
(6)吃水與可航水深之關係。

Rule 6
Safe speed
. Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid
collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.
In determining a safe speed the following factors shall be among those taken into account:
(a). By all vessels:
(i). the state of visibility;
(ii). the traffic density including concentrations of fishing vessels or any other vessels;
(iii). the manoeuvrability of the vessel with special reference to stopping distance and turning ability in the prevailing
conditions;
(iv). at night the presence of background light such as from shore lights or from back scatter of her own lights;
(v). the state of wind, sea and current, and the proximity of navigational hazards;
(vi). the draught in relation to the available depth of water

5.第18條三、從事捕魚中之船舶，在航行時應盡可能避讓下列船舶：
(1)操縱失靈之船舶。
(2)運轉能力受限制之船舶。
